PALM BEACH, Fla. (WANE) - When a Palm Beach County Sheriff's deputy shot and killed Malik Evans in July 2015, there was a lot of scrutiny.

He was black and had a gun.

But it wasn't until years later that it all became clear.

"I didn't want to be racist," Evans says. "I didn't want to be a part of the negative racial discourse that surrounded the killing of an unarmed black kid."

While the shooting of Evans was under scrutiny, the Florida Department of Law Enforcement took the opportunity to file a felony charge against the deputy.

Law enforcement officers shot and killed 18 year old Malik Evans in Palm Beach County on July 23, 2015. His death was ruled a murder.

Evans says after the shooting, some people who knew him questioned whether the shooting actually happened.

"It's not a good look on their part," Evans says. "And I think that there are a lot of people in this country who don't want a conversation about racism that they're just going to get hurt, or be shot."

Evans says his first reaction after the shooting was to leave the store after taking in the atmosphere.

"I didn't want to get involved in a lot of the negative racial discourse that came out of that case," Evans says. "It wasn't until several years later I discovered that my dad was the only African-American shot and killed in the United States by a law enforcement officer."

Palm Beach County Sheriff Ric Bradshaw says the Palm Beach County Sheriff's Office did its best to do an internal investigation of the shooting that led to the arrest of the deputy on Wednesday.

A DA spokesman says deputies from the agency also visited the store to gather additional witnesses.

"They took the time to learn about who the individual who made the false report was," Bradshaw says.

He says the deputy was placed on leave and is under arrest on charges of false reporting and felonious assault.

The Palm Beach Sheriff's Office told WANE it had no comment.

The deputy's family posted the following statement to Facebook:

"Malik was killed by a police officer. In this day and age we live in, it's hard to reconcile that police don't care about our safety and then they're in our faces and shoot us because the community does. For years, family, friends and community members have asked for law enforcement to be more transparent, better educated and respectful of the rights and lives of black people, particularly in our communities of color. "A group of suspected ISIS militants stormed into the village of Kulgam along with their two local commanders from Shillong who were on a patrol, causing an uproar among the local residents and sparking fierce clashes between the villagers and the suspects on the ground," the report stated.

"Two of the locals were killed and five others were injured when a grenade landed close to one of them, leading to the deaths of three villagers and the injuries of the remaining 12 who were treated for shock," it added.

Local news report said two local officers, a boy and a girl, were among those killed while a child sustained minor injuries.

The Indian army has made a huge number of raids in Kailas district this month to arrest ISIS members in the area. At least 10 ISIS operatives have been killed and 14 others injured while security has also been stepped up in many districts, which has led to a spike in the number of such incidents.

The army has also announced it was taking down the ISIS flag in their wake. While the flag reportedly was seized during the fighting, the army did not specify when and how the flag was taken.

Earlier this month, two civilians were killed in Jammu and Kashmir when suspected ISIS fighters opened fire on army posts along the border crossing at Kulgam and opened fire in a village called Panna.

It remains to be seen whether an upsurge in such incidents is due to the increased insecurity facing the State in particular, or if the situation is being blown out of proportion. The Indian Army has yet to comment on the incident.
